In 1989, Tim Berners-Lee invented the World Wide Web ,wrote the first World Wide Web server, "http," and the first client program (a browser and editor), "World Wide Web," in October 1990. He wrote the first version of the "Hyper Text Markup Language" (HTML), the document formatting language with the capability for hypertext links that became the primary publishing format for the Web. His initial specifications for URIs, HTTP, and HTML were refined and discussed in larger circles as Web technology spread.
A graduate of Oxford University, England, Tim Berners-Lee has served as Director of the World Wide Web Consortium (W3C) since its inception.
In October 1994, Tim Berners-Lee founded the World Wide Web Consortium (W3C) at the Massachusetts Institute of Technology, Laboratory for Computer Science [MIT/LCS] in collaboration with CERN, where the Web originated , with support from DARPA and the European Commission.
In 2005, W3C instituted a number of changes to its fee structure to encourage

participation from organizations in developing countries

Membership in W3C is open to all types of organizations (including commercial, educational and governmental entities) and individuals. Any entity that can sign the Membership Agreement can become a Member. Members may be either for-profit or not-for-profit organizations. Most Members invest significant resources into Web technologies. They may be developing Web-based products, using Web technologies as an enabling medium, conducting research on the Web, or developing specifications based on W3C work
The cost is deferent from country to another and for organizations to individualperson
W3C fees vary depending on the annual revenues, type, and location of headquarters of an organization. For instance, as of 1 April 2007, a small company in India would pay 953 USD annually, a non-profit in the United States would pay 6,350 USD, and a very large company in France would pay 65,000 EUR. You can join w3c as individual , by following the same procedure available to organizations. W3C does not have a class of Membership tailored to or priced for individuals. Indeed, the Membership fee is relatively small compared to the investment being made by the organization

e-Government (short for electronic government, also known as e-gov, digital government, online government or transformational government) is a diffused neologism used to refer to the use of information and communication technology to provide and improve government services, transactions and interactions with citizens, businesses, and other arms of government

· XML and Web Services, much used to develop eGovernment frameworks, architectures and services and improve interoperability between systems

· The anticipated benefits of e-government include efficiency, improved services, better accessibility of public services, and more transparency and accountability

· Although “a prodigious amount of money has been spent” on the development and implementation of e-government, some say it has yielded only a mediocre product. The outcomes and effects of trial Internet-based governments are often difficult to gauge or unsatisfactory
